Virtual Meeting to receive comment on the Draft Environmental Impact Statement

 

Description of Proposal: The Horse Heaven Wind Farm Project proposes the construction and operation of a combined wind and solar power renewable energy facility that would have energy generating capacity of up to 1,150 megawatts (MWs), as well as battery energy storage systems (BESS). The proposed location is on approximately 72,428 acres in unincorporated Benton County, Washington, approximately four miles south/southwest of the City of Kennewick. Horse Heaven Wind Farm, LLC, is indirectly owned by Scout Clean Energy, LLC, a portfolio company of Quinbrook Infrastructure Partners, LLC. A Draft Environmental Impact Statement (Draft EIS) was issued on December 19, 2022, marking the opening of a 45-day public comment period, which closes on February 1, 2023 at 11:59pm. Under WAC 463-47-00 and WAC 197-11, EFSEC prepared the Draft EIS to address areas of concern identified during the State Environmental Policy Act (SEPA) scoping phase, including vegetation, wildlife and habitat, cultural, visual, and recreation resources. Copies of the Draft EIS are available free of charge at the project website at www.efsec.wa.gov/energy-facilities/horse-heaven-wind-project/horse-heaven-sepa.

Public Comment Public Comment will be accepted during the Public Hearing. If you are unable to attend the meeting, please submit your comment to the comment database at https://comments.efsec.wa.gov/ or send your comment in writing to efsec@efsec.wa.gov or P.O. Box 43172, Olympia, WA 98504-3172.

Public Hearing – February 1, 2023, 5:00 – 8:00 PM or last speaker, whichever comes first: In accordance with WAC 197-11-502 and WAC 197-11-535 a public hearing on the proposal will be held. During this hearing, the public will be given an opportunity to provide testimony regarding the Project and the Draft EIS. As indicated in WAC 197-11-550, members of the public are encouraged to comment on methodology, additional information, and mitigation measures that may be needed. These comments should be as specific as possible and may address either the adequacy of the Draft EIS and other environmental documents, the merits of the alternatives discussed, or both. Speakers will have limited minutes to provide comment, and any additional comments will be directed to be submitted online or postal mail. Duration of speaking time will be announced at the meeting, depending on the number of speakers signed up, to allow as many commenters as possible.
