Due to public health concerns related to the spread of the novel corona virus (COVID-19), the Energy Facility Site Evaluation Council office (EFSEC) is closed to the public as of March 16, 2020. All EFSEC staff are telecommuting until further notice and EFSEC operations will continue remotely. Changes are coming to EFSEC

Effective June 30, 2022 EFSEC has become an independent state agency through the passage of E2SHB 1812 by the 2022 Washington State Legislature. There will be several changes to internal structure and operations, most notably EFSEC no longer depends on the Utilities and Transportation Commission (UTC) for administrative and staff support services. The Energy Facility Site Evaluation Council (EFSEC) is a Washington State agency lead by a Chair appointed by the Governor, plus agency directors, administrators or their designees, and appointees from local governments.


Mandatory members, who serve for all project applications, are:

The following agencies may choose to participate as voting members on the Council:

County and city legislative authorities may also appoint voting council members when a project is proposed in their jurisdiction.

A port district may participate by appointing a non-voting Council member when an application is filed for a proposed facility at that port.
