SCA Transfer Request

On February 17, 2022 OER WA Solar 1, LLC (Certificate Holder) requested the Energy Facility Site Evaluation Council (EFSEC, or Council) approve an amendment request to the Goose Prairie Solar Site Certification Agreement (SCA). If approved, the amendment would transfer ownership of the SCA from OER WA Solar 1, LLC to Brookfield Asset Management. EFSEC invites the public to participate in its consideration of this amendment request. If approved, the transfer of control would trigger technical amendments to the SCA to formally recognize the changes in ownership and commitments made by the new owner that it has the demonstrated capability to acquire and possess the project. The Council, as the state agency responsible for regulating Goose Prairie Solar, will hold a virtual public special meeting on March 15, 2022, to provide an opportunity for citizens, stakeholders, and interested persons or organizations to receive information and provide comments on the proposed SCA transfer. Following the public comment, the Council will consider the information before it and may act on the Certificate Holder’s request.

 

The proposed revisions will change the following in the current SCA:

Transfer of ownership from the current certificate holder, OER WA Solar 1, LLC to Brookfield Asset Management.

 

What is EFSEC is proposing to do?

 

Pursuant to WAC 463-66-030, EFSEC proposes to hold a virtual public informational meeting on the evening of March 15, 2022. During the  meeting the Certificate Holder will present their amendment request and the Council will take public comment on the amendment request for the Council’s consideration.

 

All interested persons are invited to attend and participate in the virtual meeting on Tuesday, March 15, 2022, 5 pm through 7 pm or last speaker, whichever comes first.

 

During the meeting, written comments can also be submitted on the EFSEC website at
