How rulemaking works
The Washington Administrative Code (WAC) is a compilation of the regulations of the executive branch agencies that interpret and implement state and federal laws. The regulations are commonly referred to as rules and the process of their adoption is known as rulemaking.
Each state agency has a chapter in the WAC, and our rules chapter is Title 463 WAC. The rules contained in Title 463 WAC provide more detail about how to implement the provisions of the Energy Facility—Site Locations Act (Chapter 80.50 Revised Code of Washington or RCW).
Rulemaking is the process we use to develop new rules or change existing ones. It typically involves several steps, including periods when members of the public can ask questions and share comments, and can take approximately five to six months.
