RECEIVE COMMENTS Request to Transfer Wild Horse Wind Power Project Site Certification Agreement to PSE In a letter dated August 4, 2005, Wind Ridge Power Partners LLC (Wind Ridge) and Puget Sound Energy (PSE) requested that the Energy Facility Site Evaluation Council (EFSEC or Council) transfer control of the Wild Horse Wind Power Project (WHWPP) Site Certification Agreement (SCA) to PSE. If approved by EFSEC, the transfer of control to PSE would trigger technical amendments to the SCA to formally recognize the change in ownership and commitments made by the new owner to comply with all conditions of the existing SCA. August 30, 2005: EFSEC Special Meeting and Informational Hearing As indicated above, on August 30, 2005, starting at 1:00 p.m., EFSEC will conduct a special meeting at the Hal Holmes Community Center in Ellensburg, Washington to:

Opportunity for Written and Oral Comments Written comments are also welcome and should be sent to the attention of Allen Fiksdal, EFSEC Manager, EFSEC, PO BOX 43172, Olympia, WA 98504-3172, by e- mail to efsec@cted.wa.gov, or by fax to (360) 956-2158. To be considered, written comments must be received in the EFSEC office by 5:00 pm. August 29, 2005. Written Comments may also be submitted in person during the Public Comment portion of the August 30, 2005 EFSEC Meeting in Ellensburg, Washington. As stated above oral comments are invited and will be accepted at the EFSEC Special Meeting and Informational Hearing on August 30, 2005.
