Sumas
Energy 2
Generation Facility
The Sumas Energy 2 Generation
Facility was originally proposed in 1999, with revised applications
submitted in 2000 and 2001.
The project was approved by the governor of
Washington State in August 2004. However, the permit to construct the proposed
S2GF transmission line from the U.S./Canadian border to an Abbotsford, B.C.
substation was denied by the Canadian National Energy Board in
2004, with denial upheld by the Supreme Court of Canada in early 2006. In
March 2006, SE2. Inc requested that the Council terminate the SE2 Site
Certification Agreement (SCA). The Council terminated the SCA in April
2006.

Project
Summary:
The Sumas 2 Generation
Facility (S2GF) was proposed by Sumas Energy 2, Inc., as
a nominal 660 MW natural gas-fired electrical generation
facility. The 37 acre project site was to be located in the City of Sumas,
Washington.
Water for the cooling of S2GF exhaust gases
was to be
supplied by the City of Sumas. Wastewater discharge from
the project would be collected by the City of Sumas. The project included an
associated new natural gas pipeline that would be constructed
immediately adjacent to an existing gas pipeline that serves the existing
Sumas Cogeneration Company LP No. 1 Generation Facility.
The proponent, Sumas
Energy 2,
Inc. (SE2) also proposed construction of a new 230 kV
electrical transmission line from the site to the U.S./Canadian border,
approximately ¼ mile north of the site, and north to an existing substation
in Abbotsford, B.C.
