The Starbuck power project was originally proposed in early 2000. An application for site certification was submitted in August 2001. In 2002 Starbuck Power requested EFSEC suspend its review of the Project. On April 12, 2005 EFSEC closed out its review of the Starbuck Application for Site Certification and terminated all proceedings related to this project. :
The Starbuck Power Project was proposed as a gas-fired combined-cycle combustion turbine electrical generating facility. Fuel for the project was to be supplied through an existing gas pipeline owned and operated by the Pacific Gas Transmission Company, that passes within approximately 200 feet of the of the proposed Starbuck site. The electricity produced by the facility would be delivered to the power grid directly through two existing overhead 500 kV power lines owned by the Bonneville Power Administration (BPA). The proposed site for the Starbuck Power Project was located in Columbia County, several miles northwest of the Town of Starbuck, adjoining the Columbia County grain Growers', Lyons Ferry grain elevator.
