Turbine Project -
Phase II
General Description of the Project: The Satsop CT Project is a 20-acre site within an existing construction laydown area on the Satsop Nuclear Power Plant property. The entire 20-acre site was previously developed, including grading and surfacing with gravel and asphalt, and used as an equipment and material laydown area during construction of WNP-3 and WNP-5. Duke Energy notified EFSEC on October 23, 2001 that the current licensed project is to be considered "Phase I" pending the submittal of a request to amend the SCA to allow for the construction of another 650 MW project, consisting of two combustion turbine generators on a "two on one" configuration with a single steam turbine generator, called "Phase II". Phase II would be constructed within the existing certified 20-acre site and use existing infrastructure from the Phase I project. Construction of Phase I began in September 2001. On November 19, 2001, a request for an amendment to allow for the construction of Phase II, and for expedited processing pursuant RCW 80.50.075 was received by the Council. On September 23, 2002, Duke Energy indefinitely deferred construction of the Satsop CT (Phase I) project and has requested that the Council also postpone processing of the Phase II amendment request indefinitely.
