Environmental Review - The Environmental Impact Statement EFSEC has undertaken its review of the BP Cherry Point Cogeneration Project as outlined in Chapter 80.50 of the Revised Code of Washington (RCW) and Title 463 of the Washington Administrative Code (WAC). Under the Washington State Environmental Policy Act (SEPA), EFSEC is the state lead agency for major energy facilities, including projects of this nature. Under the national Environmental Policy Act (NEPA), the Bonneville Power Administration (BPA) is the federal lead agency for the review of the proposed transmission line. EFSEC and BPA are cooperating to produce a joint environmental impact statement (EIS) that will assess impacts from the BP Cherry Point Cogeneration Project and associated electrical transmission lines. A SEPA/NEPA EIS scoping meeting was held in Blaine, Whatcom County, on July 9, 2002, starting at 6:30 PM. 7/9/02: SEPA/NEPA Scoping Meeting Notice At this meeting the applicant, BP West Coast Products, presented a description of the project, reasons why the proposed site or location was selected, and a short summary of anticipated environmental, social, and economic impacts. EFSEC staff described the state’s siting process. A short presentation was also made by the Counsel for the Environment, a Washington State Assistant Attorney General who represents the citizens of Washington State before EFSEC. In addition, BPA staff was present to explain the federal review process for the transmission line. From this scoping meeting and an agency scoping meeting held earlier the same day, a summary of the scoping comments received has been developed.
