EFSEC, in cooperation with the Bonneville Power Administration (BPA) are conducting an environmental review under the State and National Environmental Policy Acts (SEPA and NEPA). 

Scoping - EFSEC and BPA asked for public input to help identify issues and subjects that should be addressed in an Environmental Impact Statement. A Scoping Report was prepared and documents the results of the scoping activity.
